What the rule means
Article 61 of Real Decreto 1155/2024 requires public or private health insurance with an entity authorised to operate in Spain. An applicant abroad cannot simply elect to join Spain’s public system, so public evidence normally requires an existing recognised entitlement.
What to look for
Requirements and document wording can differ by consulate.
- Authorisation to operate in Spain
- Cover for risks insured by Spain’s public health system
- No co-payments where the consulate requires them
- Correct dates and clear identification of every applicant
Read beyond the certificate
No co-payment does not remove exclusions, waiting periods, medical underwriting or network restrictions. Obtain the certificate and full policy terms before paying.
Waiting periods and exclusions
Ask whether the policy contains waiting periods and whether the certificate satisfies the consulate’s wording. No co-payment does not remove underwriting or exclusions.
Policy length and payment
Check the required period, start date and payment evidence with the relevant consulate. Do not turn one consulate’s practice into a universal rule.
Family applications
Every applicant needs acceptable cover and should be clearly identified on the evidence.
