Established residents without another route
The convenio especial is a paid public arrangement for eligible established residents. It is not evidence for a first visa application from abroad.

Workers and self-employed applicants
Registration with Spanish Social Security may provide the public route for people working in Spain. International coordination can apply in qualifying cases but a contribution certificate should not be assumed to provide healthcare.

Renewals are a fresh check
Do not assume the evidence used for an initial visa remains the only option at renewal. Work, residence and public healthcare entitlement may have changed.
